EXECUTIVE SESSION: The Board will go into executive session. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

Minutes

The Board of Trustees of Western Texas College met in a regular board meeting at 12:30 p.m. on Monday, November 14, 2022, in the boardroom.

Present:           Mr. Eddie Peterson, Mr. Jason West, Mr. Drew Bullard, Mr. Tim Riggan, Ms. Amy Hargrove, Dr. Jay Kidd

Absent:            Mr. Mike McWilliams

Staff Present:  Dr. Barbara Beebe, Ms. Patricia Claxton, Ms. Melanie Schwertner, Mr. Ralph Ramon, Ms. Tammy Davis, Ms. Margo Mitchell

Others Present: Mr. Eric Munro, Ellucian

Mr. Peterson, board president, called the meeting to order and Mr. West gave the invocation.

The softball team and the men/women’s golf teams were introduced . 

No one from the public made any comments.

Motion by Mr. Bullard, seconded by Mr. Riggan to approve the October 17,  2022, board minutes.  Motion carried unanimously. 

Motion by Dr. Kidd, seconded by Mr. West to approve the October 2022 financial information. Motion carried unanimously. 

Motion by Mr. West, seconded by Dr. Kidd to approve the first amendment of the tax abatement between Western Texas College and Flatland Solar, LLP.  Motion carried unanimously.

Motion by Mr. West, seconded by Mr. Riggan to approve the third amendment to the tax abatement between Western Texas College and Canyon Wind Farm, LLC.  Motion carried unanimously. 

Motion by Dr. Kidd, seconded by Mr. Bullard to award Wall Construction the vendor award for the interior apartment renovations.  Motion carried unanimously. 

Motion by Mr. Riggan, seconded by Ms. Hargrove to award BHA the vendor award for the implementation consult for Ellucion System.  Motion carried unanimously. 

Ms. Tammy Davis gave the athletic update.  We have finished up the fall sports.  Men’s soccer won the regional tournament.  We hosted the Mid-South District and lost in double overtime, so we did not advance to nationals.  Women’s soccer had a good season.  We are looking for a new head women’s soccer coach.  We hope to have them in place by January.  Volleyball advanced to the regional tournament in Roswell.  They lost their first game to Odessa, but they represented us well.  We had one cross country female advance to nationals.  Out of 183 runners, she placed 63rd.  She ran her personal best.  She also runs the Steeple Race.  Baseball did well.  All the fall sports did well.  Men/women basketball have their first game tonight.  We lost several players, and the only way to get additional players is if a person just graduated or a college is dropping their program.  There is a college that is dropping their program that we are looking into.  They possibly have two players we can recruit.  There are guidelines for practices.  We currently have ten players.  Conference play begins in January.  Women’s basketball is freshmen heavy and have a lot of growing to do.  Some are injured.  On November 1st, all teams’ players can sign up for the 2023-2024 seasons.  Offered the sports information director position to Scott Higgins.  Him and his wife just moved here.  She is the new OBGYN at Cogdell.  He was a teacher, superintendent, and coach.  He has children in collegiate sports, so he knows the athletic world. 

Dr. Beebe stated our Employee Awards Banquet will be held Thursday, December 1st from 11:30 am – 1:00 pm in the cafeteria, and everyone is invited.  Dr. Kidd will receive his 30-year award.  Thursday, December 8th, will be our board Christmas luncheon and meeting.  The luncheon will be at 11:30 am in the cafeteria and your spouses are invited. 

The scheduled executive session was cancelled.

Motion by Mr. West, seconded by Mr. Bullard to adjourn the meeting.  Motion carried unanimously.
