Minutes

The Board of Trustees of Western Texas College met in a regular board meeting at 12:30 p.m. on Monday, June 12, 2023, in the boardroom.

Present:           Mr. Eddie Peterson, Mr. Jason West, Dr. Jay Kidd, Mr. Mike McWilliams, Mr. Drew Bullard

Absent:            Mr. Tim Riggan, Ms. Amy Hargrove

Staff Present:  Dr. Barbara Beebe, Ms. Patricia Claxton, Ms. Melanie Schwertner, Mr. Shawn Fonville, Ms. Tammy Davis, Mr. Ralph Ramon, Ms. Margo Mitchell

Others Present: Mr. Shawn Ragland, First Bank and Trust

Mr. Peterson, board president, called the meeting to order and gave the invocation.

No one from the public made any comments.

Motion by Dr. Kidd, seconded by Mr. Bullard to approve the May 8, 2023, board minutes. Motion carried unanimously. 

Motion by Mr. West, seconded by Mr. McWilliams to approve the May 2023 financial information.  Motion carried unanimously. 

Motion by Mr. Bullard, seconded by Dr. Kidd to award First Bank and Trust the depository proposal.  Motion carried unanimously.

Motion by Mr. McWilliams, seconded by Mr. West to increase tuition to $50 per credit hour and increase fees to $20 on the academic classes, and increase tuition to $50 per credit hour for CTE programs and increase fees to $45 for beginning and advanced horticulture, and computer maintenance, and increase fees to $90 for the petroleum program at the Price Daniel Unit, John Wallace Unit, and the Preston Smith Unit.  Motion carried unanimously. 

Motion by Mr. West, seconded by Mr. Bullard to move/combine the Tuition and General Fee Funds into the Reserve Fund. Motion carried unanimously. 

Motion by Mr. West, seconded by Dr. Kidd to approve the promotions in rank for Patrick Schneider and Victor Hinojosa from instructor to assistant professor, Billy Hefflinger from assistant professor to associate professor, and Ava Russell and Geron Scates from associate professor to professor.  Motion carried unanimously. 

Mr. Ralph Ramon presented the 2022-2023 developmental program progress report.

In math 1332, our best guess as to why such a significant decrease in passing rates from 2021 to 2022 is in fall 2021 we had three instructors teaching so they had smaller classes.  In 2022, there were only two instructors with larger classes.  We need to look at class sizes, hire more instructors, and do co-requisite classes on Friday.  If the student will do their work and what they are supposed to do, the instructor may not have them come in on Fridays.  Instructors need to develop a rapport with the students.  COVID is not the reason for this decline, but it plays a part in the mentality of the incoming freshmen.  How many students who failed developmental classes are athletes?  Some are athletes, but not all.  Athletes are held accountable.  The integrated reading and writing numbers are much better.  The students really loved Dennie Johnson class, but he is leaving.  Ms. Perryman helps tutor the students. 

Ms. Patricia Claxton stated the annual audit engagement letter is written yearly and is required.  It states what both parties agree to do.  The auditors are coming July 11th and will present the audit in December. 

Ms. Tammy Davis gave an athletic update.  Spring sports have finished up.  Softball went to the regional tournament but lost in the semifinals.  Baseball was finished after their regular season.  Track did great and two individuals won nationals.  Coach Williams has a good rapport with Ghana.  We do what we tell Ghana we are going to do.  We are working on how to display the national track winners.  There are a lot of individual winners.  Academically we had 79 make All Academic for our conference.  We had three teams make All Academic.  We start the season out with 230 – 250 athletes, and by spring we have dropped 50 or so.  Our top graduate this year was a golfer.  For fall sports, we help the student graduate and get into a 4-year school.  If they are not graduating, we keep them.  Seventy to eighty percent of our athlete’s graduate.  The women’s golf team won third place at the national tournament, and they only played with four players.  We offered Bronc Fleming the head golf coach position.

Monday, August 28th the board will vote on the tax rate at 12:30pm in the boardroom.
