EXECUTIVE SESSION: The Board will go into executive session. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

The Board of Trustees of Western Texas College met in a regular Board meeting at 12:30 p.m. on Thursday, December 9, 2021, in the Visitor Center.

Present:           Mr. Eddie Peterson, Mr. Tim Riggan, Mr. Jason West, Mr. Drew Bullard, Dr. Jay Kidd, Mr. Mike McWilliams

Staff Present:  Dr. Barbara Beebe, Ms. Patricia Claxton, Ms. Melanie Schwertner, Mr. Shawn Fonville, Mr. Ralph Ramon, Ms. Emily Powell, Ms. Tammy Davis, Mr. Britt Canada, Ms. Margo Mitchell, Mr. Jeffrey Martin, Ms. Marjann Morrow

Mr. Peterson, board vice president, called the meeting to order and Mr. Bullard gave the invocation.

No one from the public made any comments.

Recommendation to fill board vacancy was tabled.

Oath of Office/Installation of new board member was tabled.

Motion by Mr. Riggan, seconded by Dr. Kidd to approve the board minutes of November 8, 2021. Motion carried unanimously.

Motion by Dr. Kidd, seconded by Mr. Bullard to approve the financial information for November 2021.  Motion carried unanimously.

Motion by Mr. West, seconded by Mr. Riggan to approve the annual audit.  Motion carried unanimously.

Motion by Mr. Bullard, seconded by Dr. Kidd to approve the review of TASB Update 42 legal policies and the adoption of the local polices.  Motion carried unanimously.

Motion by Mr. Bullard, seconded by Mr. Riggan to award the proposal  for a well simulator to Drilling Systems for $432,500. Motion carried unanimously.

Dr. Beebe stated in memory of Mr. Presswood’s long standing on the board, she would like to dedicate the boardroom to Mr. Presswood. 

Dr. Beebe stated once a year, we must have a board training update.  In 2020 – 2021, everyone besides Mr. West completed their cybersecurity training.  For the campaign that started in September for 2021 – 2022, Mr. Bullard, Dr. Kidd, and Mr. McWilliams have completed their training. Mr. Peterson, Mr. West, and Mr. Riggan have until May 2022 to complete it. 

A December calendar was presented to the board members. 

Information and Questions from board members:

Dr. Beebe read a chart that Melissa Avila put together regarding student athlete academics for fall 2021.  The average fall GPA was 3.14, there were 34 student athletes with a 4.0 GPA, ten teams with a 3.0 GPA, 134 student athletes with a 3.0 GPA, top five team GPA are women’s rodeo, baseball, women’s volleyball, women’s cross country, and women's basketball. 

Mr. West stated the athletic video was great. 

There were no suggested agenda items. 

Other information:  The next board meeting will be  held January 10, 2022.  Mr. Riggan stated thank you for what you all do for the college and the community. 

Dr. Beebe asked Jeffrey Martin to come to the meeting. He has been out in the community for an event that will be held March 23 – 24 to promote our new Farm and Ranch Management Program.  We will host a Farm and Ranch Expo.  On March 23^rd, we will bring in FFA students to tour the Ag Complex.  On March 24^th, we will have several speakers from several universities at the Coliseum and annex.  FFA students will attend along with farmers and ranchers in the surrounding areas.  There is a committee of 11 WTC employees and 11 community members.  We have a lot of support.  We will have to promote to everyone.  Mr. Wyman Meinzer who is the only official photographer of Texas, will be our speaker. Mr. David Appleton who was on our WTC rodeo team and then went professional will be the master of ceremonies.  The WTC rodeo will be held the following weekend, so dirt will be in the Coliseum. The evening steak and shrimp meal will be called dinner on the dirt. He anticipates 400 – 500 people.  The dinner will raise money for student scholarships for the Farm and Ranch Management Program.  The community is getting excited about the event and program.  Jeffrey will come back in January and will discuss this further. 

EXECUTIVE SESSION:  The board went into executive session in accordance with section 551.074 of the Texas Government Code.   Purpose:  Personnel  At the conclusion of the executive session, the board reconvened.   No action was taken

Tax Abatement for KCE TX 13, LLC - The only changes are the dates were extended.
