EXECUTIVE SESSION: The Board will go into executive session. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

The Board of Trustees of Western Texas College met in a regular Board meeting at 12:30 p.m. on Monday, August 9, 2021, in the Visitor Center

Present:           Mr. Lee Presswood, Mr. Eddie Peterson, Mr. Tim Riggan, Mr. Jason West, Mr. Drew Bullard, Dr. Jay Kidd

Absent:            Mr. Mike McWilliams

Staff Present:  Dr. Barbara Beebe, Ms. Patricia Claxton, Ms. Melanie Schwertner, Ms. Stephanie Ducheneaux, Mr. Shawn Fonville, Mr. Britt Canada, Ms. Margo Mitchell, Mr. Ralph Ramon, Ms. Tammy Davis, Ms. Emily Powell, Mr. Matt Hardy

Mr. Presswood, board president, called the meeting to order and Dr. Kidd gave the invocation.

No one from the public made any comments.

Motion by Mr. Riggan, seconded by Mr. Bullard to approve the board minutes of July 12, 2021. Motion carried unanimously.

Motion by Dr. Kidd, seconded by Mr. Peterson to approve the financial information for July 2021.  Motion carried unanimously.

Motion by Mr. West, seconded by Mr. Bullard to approve the employment of Mr. Matt Hardy, head men’s basketball coach.  Motion carried unanimously.

Motion by Mr. Peterson, seconded by Mr. West to approve the employment of Dr. Deborah Kuhn, biology instructor.  Motion carried unanimously.

Motion by Mr. Riggan, seconded by Mr. Peterson to propose a tax rate of .3400 per $100 value.  Motion carried unanimously.

Motion by Mr. Bullard, seconded by Dr. Kidd to approve the workforce yearly rate adoption of $0 - $24.50.  Motion carried unanimously.

Motion by Dr. Kidd, seconded by Mr. Peterson to approve the summer small class report.  Motion carried unanimously.

Motion by Mr. Peterson, seconded by Mr. Bullard to approve the tax abatement agreement with IP Lumina, LLC.  Motion carried unanimously.

Motion by Mr. West, seconded by Dr. Kidd to approve the tax abatement agreement with IP Lumina II, LLC.  Motion carried unanimously. 

Mr. Britt Canada discussed the summer enrollment report.  This report includes Spring Flex, MayMester, Summer I, Summer I Flex, and Summer II.  Contact hours – 126,272, headcount – 1098, continuing education headcount – 335, continuing education contact hours – 30,621.  Overall headcount – 1433 and 156,896 contact hours.  Opportunity Waiver for last year: served 150 students for $208,179.  Since the inception (Fall 2007), we have waived $2,207,507 for 1,137 students.  Enrollment has taken a hit.  There is a lot of uncertainty out there.  It could be due to a lack of affordable childcare, generous unemployment benefits, fear of COVID.  We were doing great with online classes, but with the pandemic a lot of schools are teaching them now.  Online classes do not have service areas. 

We are in a course sharing program with Acadeum.  They enroll the students, but we teach them. We put all our courses out there.  We had 200 students this summer.  They play up WTC.  We are one of their first schools. We are in a consortium with In Stride who helps businesses educate their employees.  The employees will receive a bachelor’s degree but will receive an associate degree from us.  The employer pays for this.  We are in a consortium with K-12 for dual credit.  We can get students from the east coast, west coast, even China.  We are having to step up our game.  We are going with a new platform this fall with D2L.  Moodle was a Pinto and D2L is a BMW. 

Dr. Beebe discussed the personnel update.  Kyle Smith is our new assistant men’s basketball coach, and Kayla Hill is our new assistant softball coach. 

An august calendar was presented to the board. 

Information or questions from board members:

Mr. Riggan commented that our tax rate is not due to poor management, but due to a decrease in enrollment and funding. We need to make sure the community understands this.  We need a plan on how to get this out to the community. The legislature thinks we are doing great because of the federal funds. We received CARES Act monies for round 1, 2, and 3.  This money is for student needs.  Students receive the money, and they have the choice to pay it towards their bill.

Did Ms. Ducheneaux design D2L by herself? D2L Brightspace designed the platform; Ms. Ducheneaux designed what the course looks like.  They provide the space and host.  Moodle’s program was free, but to host it cost us money and they were always running out of space. 

Mr. Riggan would like to see a workstation with D2L. Stephanie will show the board how it works next week. 

Mr. Riggan would like a short form on why we are raising our taxes.  We may need to put something in the paper.

Motion by Mr. Peterson, seconded by Mr. West to adopt the following resolution:

RESOLUTION

 

“WHEREAS, the President of the Board of Trustees of the Scurry County Junior College District has caused to be formulated and adopted a budget for Scurry County Junior College District for fiscal year beginning September 1, 2021, and ending on August 31, 2022, the tax year 2021 now, therefore:

                        “BE IT RESOLVED that

  1. An Ad Valorem Tax of, and at the rate of .3400 on the One Hundred Dollar ($100) value thereof, estimated in lawful currency of the United States of America be levied to pay for the support and maintenance of Scurry County Junior College District for the fiscal year 2021-2022, (the tax year 2021), or for maintenance tax note(s) or other indebtedness to be issued by the District.
  2. A discount be established for taxpayers of Scurry County who pay their taxes early by the following:  October, three percent (3%); November, two percent (2%); December, one percent (1%).  No discount will be allowed after December 31 of any year.
  3.  THIS TAX RATE WILL DECREASE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE.
  4. THE TAX RATE WILL INCREASE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $45.00.

“BE IT ORDERED by the Board of Trustees of the Scurry County Junior College District that there is hereby levied for the tax year 2021 on all real property situated in, and all personal property owned within the limits of said district on the first day of January, 2021, same being the current year, except so much thereof as may be exempt by the Constitution and Laws of the State of Texas or the United States of America, a total of  $.3400 on the One Hundred Dollar ($100) value thereof, estimated in lawful currency of the United States of America, for support and maintenance, of the District for the fiscal year 2021-2022, and for payment of current interest and a sinking fund for the retirement of bonds, maintenance tax note(s), or other indebtedness of the District.”

Motion carried unanimously.

Motion by Mr. West, seconded by Dr. Kidd to adopt the 2021-2022 budgets.  Budgets include current funds, student services fee funds, student housing system revenue.  Motion carried unanimously.
