EXECUTIVE SESSION: The Board will go into executive session at this time. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

The Board of Trustees of Western Texas College met in a regular Board meeting at 11:30 a.m. on Monday, September 9, 2019 in the Palmer Hall Boardroom.

Mr. Presswood, board president, called the meeting to order and Mr. McWilliams gave the invocation.

Motion by Mr. Bullard, seconded by Dr. Kidd to approve the board minutes of August 12, 2019, August 19, 2019, August 22, 2019, and August 28, 2019.  Motion carried unanimously.

Motion by Mr. McWilliams, seconded by Mr. Peterson to approve the financial information for August 2019.  Motion carried unanimously.

Motion by Mr. Bullard, seconded by Mr. Peterson to approve the bid on the tax deed and property card for Trust Property in the City of Snyder. Motion carried unanimously.

Motion by Mr. Peterson, seconded by Mr. McWilliams to approve the First Amendment to Tax Abatement Agreement between Western Texas College and Comanche Solar Project LLC.  Motion carried unanimously.

A September calendar was presented to the board. 

Information and Questions from board members:

Mr. Peterson stated, “Over the last 50 years, if I wanted to buy something, I saved for it.  We need to do the same thing for a track and lighting at the ballfields.  If we don’t save, we will never have enough money to do it. We can do the same thing for athletic equipment, etc.  If we can put away $5,000 - $10,000 a year we will be able to do some of these things. We are never going to get it done if we don’t start saving”

Mr. Bullard stated, “Put it out there and maybe get a matching donation.  We have a lot of sports fans in town.  Sports programs are important to our college. When we cut sports the quality of students went down.”

Mr. Riggan stated, “Some companies might donate, but we would need to ask them. They could donate a light pole with their name on it. I will buy the first three poles.”

This is something to think about and the financial committee needs to meet and talk about how to make this work. 

There were no suggested agenda items.

Dr. Beebe presented the following President’s Report:

  • Texas community colleges serve more than 730,000 students.
  • Texas community colleges hold 46% of enrolled Texas Higher Education students.
  • Community College students make up 73% of all freshmen and sophomores in higher education.
  • Career and Technical Education: CTE enrollment is 93%.
  • Rural community colleges:
    • More than 95% of Texas’ land is rural
    • Over 4.5 million Texans live in rural areas
    • Currently 1.25 million rural Texans lack access to quality broadband, and high-speed internet is essential to quality education and economic development.
    • A 30-year study found counties with established community colleges experienced significantly more job growth than those without one.

The scheduled executive session was cancelled. 

Motion by Mr. McWilliams, seconded by Mr. Bullard to adjourn the meeting.  Motion carried unanimously.
