EXECUTIVE SESSION: The Board will go into executive session. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

    2. Deliberation regarding appointment, employment, evaluation, reassignment, duties, discipline or dismissal of personnel - President's evaluation

At the conclusion of the executive session, the Board will announce whether any action needs to be taken as a result of the executive session.

Minutes

The Board of Trustees of Western Texas College met in a regular board meeting at 12:30 p.m. on Wednesday, December 9, 2020

Present:           Mr. Eddie Peterson, Mr. Lee Presswood, Dr. Jay Kidd, Mr. Jason West, Mr. Mike McWilliams, Mr. Tim Riggan

Absent:            Mr. Drew Bullard

Staff Present:  Dr. Barbara Beebe, Ms. Patricia Claxton, Mr. Ralph Ramon, Mr. Shawn Fonville, Ms. Melanie Schwertner, Ms. Emily Powell, Mr. Britt Canada, Ms. Stephanie Ducheneaux, Ms. Marjann Morrow. Ms. Tammy Davis

Others Present: Mr. Rodger Cline (Snyder News), Mr. Jeff Graham and Ms. Terra Boiles, Conley and Company, LLP

Mr. Presswood, board president, called the meeting to order and Mr. West gave the invocation.

Motion by Mr. McWilliams, seconded by Dr. Kidd to approve the November 9, 2020 board minutes.  Motion carried unanimously.

Motion by Dr. Kidd, seconded by Mr. West to approve the November 2020 financial information.  Motion carried unanimously. 

Motion by Mr. Peterson, seconded by Mr. Riggan to approve the annual audit.  Motion carried unanimously.

Motion by Mr. Riggan, seconded by Dr. Kidd to approve the review of TASB Update 40 legal polices and the adoption of local policies.  Motion carried unanimously.

Dr. Beebe presented the board training that has been complete this year.  Mike McWilliams, Eddie Peterson, Jay Kidd, Lee Presswood, and Drew Bullard have completed their 2020 Cyber Security Training.  Jason West has completed the Public Information Act training, Open Meetings Act training, Virtual Leadership Conference, and the Intensive Short Orientation Course.

The January board meeting has been cancelled.

A December calendar was presented to the board.

Questions from board members.

  • Are the international athletes coming back?  Yes, all athletes are coming, and we have even added some.  There are a few that were not invited back.  The problem in the fall with international students getting here was their borders were closed. 
  • Are there students still in the dorms?  Yes, we have 10 athletes and 5 non-athletes. We have several churches reach out to us to help feed the students.  The non-athletes are taken care of by staff and the community.  Coaches will feed the athletes.  The NJCAA has loosened the rules with COVID. 
  • Athletic competitions? We have a bunch of games scheduled, unfortunately we are not allowing spectators.  As a conference, we adopted no spectators. Rodeo will be held at the county arena. 
  • When does school start back?  Campus opens on January 4th, residence halls open January 8th, and the first day of class is January 13th
  • Dr. Beebe stated we are going to do everything we can to have graduation in May.

There were no suggested agenda items.

The scheduled executive session was cancelled.  

Mr. Presswood stated on behalf of Eddie, Jay and him, the longest standing board members, they would like to thank the administration and staff on how they are running the college.  You do a great job.  Merry Christmas. 

Motion by Mr. West, seconded by Mr. McWilliams to adjourn the meeting.  Motion carried unanimously.
