The information below is provided in compliance with the Department of Education’s Coronavirus Aid, Relief, and Economic Security (CARES) Act, CRRSAA and ARP (a)(1) and (a)(4) programs reporting requirements.

CARES Act Fund Report: Students

The information in the report below was compiled on September 30, 2021, and the total amount allocated to student emergency financial aid grants is $1,618,407,  and $556,115 has been dispersed. 

1.  An acknowledgment that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students.

Western Texas College acknowledges that it signed and returned to the U.S. Department of Education on May 13, 2020, the Certification and Agreement under Section 18004(a)(1) of the CARES Act, CRRSAA, and ARP  (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to students. 

2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs.

Western Texas College received $1,618,407 to support students who incurred expenses related to the disruption of campus operations due to the Coronavirus (COVID-19). 

3. The total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA and ARP (a)(1) and (a)(4) programs as of the date of submission (i.e., as of the initial report and every calendar quarter thereafter).

As of September 30, 2021, Western Texas College has distributed $556,115 in Emergency Financial Aid Grants to eligible students. 

4. The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs.

Western Texas College estimates approximately 1,944 Western Texas College students were eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act, CRRSAA and ARP (a)(1) and (a)(4) programs. 152 applications were received.        

5. The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA and ARP (a)(1) and (a)(4) programs.

As of September 30, 2021, Western Texas College distributed CARES Act funds to 289 eligible students. As of September 30, 2021, ARP funds have not been distributed.

6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA and ARP (a)(1) and (a)(4) programs.

Western Texas College created an online application for students to use to apply for CARES Act funds. The $1,944.46 or $1904.50 amount each student received was determined by the number of eligible students applying for aid and the amount allocated to WTC. In order to comply with the guidance received from the US Department of Education, students who wish to apply for and receive this assistance must: 

  • Complete the WTC CARES online application
  • Been enrolled in the spring 2020 semester, Fall 2020, Spring 2021, Summer 2021, or Fall 2021
  • Acknowledge need in one or more of the noted areas of food, housing, course materials, technology, health care, or childcare
  • Have completed 2019-2020 FAFSA or be eligible for Title IV funding 

In addition, the U.S. Department of Education determined students enrolled solely in online classes, students who withdrew from all their classes prior to March 13, 2020, dual credit students, and international and undocumented students were not eligible for federal grants. 

Western Texas College created an online application for students to use to apply for CRRSA Act funds. The amount each student will receive will be determined by the number of eligible students applying for aid and the amount allocated to WTC. In order to comply with the guidance received from the US Department of Education, students who wish to apply for and receive this assistance must: 

  • Must have been enrolled in Fall 2020, Spring 2021, Summer 2021, or Fall 2021 at WTC.
  • Must be a US citizen or FAFSA eligible non-citizen.
  • Must be in good academic standing.
  • Must complete application in full. 

7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. 

Students were notified about the CARES Act and CRRSA Act Emergency Financial Aid Grants and the application procedure through college correspondence, social media, and our WTC website. Once the application was completed, eligibility was confirmed. Students who were found not to be eligible received/will receive a letter to inform them of that decision. Eligible students received/will receive an award letter and check through the USPS to the address they provided in their application.
