Section 3.2.2 Governance and Administration

Partial Compliance



The legal authority and operating control of the College are noted in Board Policy 8300, A, 2, h, (LINK) which provides that the Board of Trustees has responsibility to “Provide ways and means of financial support for the college, review and approve the budget, adjust the budget as required, review and approve expenditures.”  Board Policy 3121 (LINK) requires that “Estimates of the total receipts and expenditures for the fiscal year shall be provided in accordance with regulations set forth by the [Texas Higher Education Coordinating Board], and under supervision of the president of the college,” and that final Board approval of the budget “shall be on or before August 31 of each year.”  Preparatory to budget approval, the Board receives preliminary budget information during the summer, usually during the July Board meeting, in order that members may make informed decisions about the annual college budget.  (LINK to Board minutes, July 2005, July 2006)

Responsibility for preparing the annual budget is delegated to the President, as noted in Board Policy 3120. (LINK)  As described in Administrative Policy 3110, (LINK) the budget planning process begins in March of each year, and the president submits a tentative budget to the Board for approval. Minutes from Board meetings demonstrate that the Board formally adopts the annual budget in August, following required public hearings on the proposed tax rate.  (LINK to Board minutes, August 15, 22, 26, 31, 2005; August 14, 22, 25, 29, 2006)

  1. In keeping with Board Policy 3122, (LINK) the Board receives at its monthly meetings (LINK to Board minutes) “a statement of the overall operation of the college” which includes “a list of bills paid prior to the board meeting and a listing of budget balances by divisional categories.” 
  3. The Board also receives and reviews the annual audit in accordance with Board Policy 3434, LINK) and as noted in the minutes of the Board meetings. (LINK to minutes, 12/13/04; 12/12/05)

The College is fiscally stable as demonstrated in Core Requirement 2.11.
