3.2.12

The institution's chief executive officer controls the institution's fund-raising activities exclusive of institution-related foundations that are independent and separately incorporated.

Narrative:

The president of Western Texas College maintains oversight of the institution’s fund-raising activities as individuals involved in such activities are under the president’s supervision.  For example, Board Policy 3280, I, A, 2 (LINK) provides that the Assistant to the President for Development and Community Outreach is directly responsible to the college president for coordinating fundraising activities, providing assistance to such activities, acknowledging of all gifts received, and maintaining records on all gifts received.

Administrative Policy 2110, I, A, 8 (LINK) requires that fund-raising activities by students and student organizations must be supervised and coordinated through administrative officers who also report to the president.  These include the Associate Dean of Student Services, the Associate Dean of Academic Instruction, the Associate Dean of Workforce Education, and the Athletic Director.

In addition, the Chief Financial Officer of the college is directly responsible to the president and is responsible for supervising all funds generated by the Western Texas College Foundation Board, auxiliary areas of the college, and student organizations. (LINK to Administrative Policy 2180, I, A, 1,2,4,9,15)   Policies governing the receipt of gifts to the Foundation are listed in Board Policy 3280. (LINK) The Western Texas College Foundation is a 501 (c) (3) non-profit foundation supporting the educational mission and goals of Western Texas College.  In accordance with Board Policy 3280, (LINK) members of its Board of Directors are appointed by the Board of Trustees of Western Texas College.  The Foundation’s Articles of Incorporation and By-Laws (LINK) were filed with the Secretary of State of Texas November 14, 1977. (LINK to Foundation board minutes)  At that time, the foundation was named the Western Texas College Scholarship Foundation.  However, in 2003 the foundation expanded its functions to include collection and disbursement “of monies for student scholarships, educational and cultural activities, and campus facility improvement and development.”  Subsequently, the foundation filed a Certificate of Amendment (LINK) with the Secretary of State of Texas.   A copy of the current Foundation By-Laws (LINK to 2001 by-laws) is appended to this report.

The President of the College attends all of the Foundation board meetings and directs the board’s fund raising activities either directly or through the Assistant to the President for Development and Community Outreach.
