The institution maintains financial control over externally funded or sponsored research and programs.
Narrative:The annual audit includes a review of externally funded programs that are subject to Federal and State Single Audit procedures as established by OMB Circular A-133. (www.whitehouse.gov/omb/circulars/a133/a133.html) The independent auditor has historically found no material weaknesses with regard to Western Texas College’s handling of externally funded programs and its financial reporting of such programs (link, pg 26-27, AFR 2005 & pg 25-26, AFR 2004).
Western Texas College has no externally funded or sponsored research. Programs funded by external sources such as federal or state grants and contracts are monitored by the management of the College. Budgetary and procedural controls are set according to the guidelines of the grantor. The program director and supervising dean are responsible for maintaining receipting and expenditure controls as required by the grantor.
