EXECUTIVE SESSION: The Board will adjourn at this time and go into executive session. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

The Board of Trustees of Western Texas College met in a regular Board meeting at 7:00 pm on Monday, September 12, 2011in the Palmer Hall Boardroom.

Motion by Mr. Riggan, seconded by Dr. Kidd to approve minutes of August 8, 2011; August 16, 2011; August 22, 20111; and August 29, 2011 Board meeting. Motion carried unanimously.

Motion by Mr. Bullard, seconded by Mr. McWilliams to approve financials for August 2011. Motion carried unanimously.

Motion by Dr. Kidd, seconded by Mr. Bullard to award electrical provider contract to Direct Energy for the Coliseum and apartments. Motion carried unanimously.

Information and Discussion

Dr. Dreith presented the education report in Mike Thornton’s absence. Since the transition began on September 1 with Sodexo for maintenance and custodial services, the following are in progress or completed:

  • West Hall: Existing hot water tank bypassed and tankless water heaters installed. Old water tank not disturbed thus asbestos abatement and expense avoided.
  • All existing JCI employees offered employment with Sodexo. Interviews and employment continue to bring staff to required numbers.
  • Employee schedules and shift changes have occurred to best support the colleges needs. Ex: coverage from 6:00 am to 10:00 pm each day and weekend coverage with special attention to cafeteria and commons areas on weekend.
  • Safety training began for all employees.
  • Work order system is underway for quickly addressing requests.
  • Equipment inventory for all of campus and Coliseum underway.

These areas are just major parts of what is going on. In all, the transition is going well.

Britt Canada discussed the enrollment report. Preliminary numbers include: fall 2011 headcount 2,303; contact hours 423,360; full time 733; part time 1570; female 1,158; male 1,145; concurrent (high school) 684; campus and internet 1,372; and prisons 247. Our funding year begins March 1, 2012. We have work to do in key high schools to increase our numbers.

Ben Martin presented Class Count. We used the same concept as Groupon. We took classes we could not fill and discounted them. In other words, we sell chairs. We chose a 7:00 am college algebra class and an oceanography class. The pilot is an online class and an on campus class. Our goal was 17 students for each class. This turns students into recruiters. If they get 17 in the class, each student receives a $75 check at the end of the semester. We ended up with only 8 in the algebra class but 19 in oceanography. No other school is doing this. We will probably offer this with a meteorology class in the spring.

Larren Silver discussed FCA (Fellowship of Christian Athletes). This has been around since 1950 and we had our first meeting last night. They pray together; share their faith; eat pizza; and at the end of program take prayer request. In January, we will receive two cases of bibles. Steve Keenum from Abilene’s Big Country FCA is providing the bibles and also the pizza. FCA meets every Sunday night at 7:00 pm in the BSM. He had over 30 students the first night.

A September calendar was presented to the Board.

Dr. Dreith presented the following president’s report:

  • The college’s ownership of the Coliseum requires a chartable spirit towards the community and economic development. Recently, the Coliseum hosted a fundraiser for Cpl. Darrell Campbell of the Snyder Police Department, who is recovering from a gunshot wound sustained in the line of duty. The Coliseum donated $3,100 in rental and clean-up costs to the event. Also, the upcoming White Buffalo Bikefest brings thousands to the community and the Coliseum’s antiquated outdoor vendor electrical system was totally rebuilt in preparation for the event. In total, 31 electrical hookups were installed which could be used for other events. The total price tag of the work was just short of $50,000.
  • WTC is honored to be recognized by G.I. Jobs, the premier magazine for military personnel transitioning into civilian life. The college has been designated a “Military Friendly School”. The 2012 Military Friendly Schools list honors the top 20-percent of colleges, universities and trade schools that are doing the most to embrace American’s military service members and veterans as students. According to Michael Dudduk, the executive director for the Student Veterans of America, “the Military Friendly Schools list is the go-to resource for prospective student veterans searching for schools that provide the right overall experience.”
  • This Saturday at noon sharp, we will be dedicating the Weaver Field Soccer Complex with ceremonies. We will be honoring Andy Weaver and his company for their generous gifts to the college.
  • Work will begin on the Quanah Parker statue base in the next few weeks. The dedication will be late October or November.
  • The 40th anniversary dinner will be held October 20th in the Coliseum.

"Goods in Transit"

During the 2011 special session, the legislature acted to significantly limit the applicability of Section 11.253. This exemption now applies only to goods that are stored in a public warehouse owned by someone other than the owner of the goods. The law no longer exempts goods that are in a location for assembly, manufacturing, fabrication or processing, as was the case under the law passed in 2007. The legislature revised and narrowed the law to address the author's issue: competition between Texas and New Mexico warehouse facilities. New Mexico does not tax such goods at all, so New Mexico warehouse owners had a competitive advantage.
