The Board of Trustees of Western Texas College met in a regular Board meeting at 7:00 pm on Monday, October 10, 2011in the Palmer Hall Boardroom.

Motion by Mr. Riggan, seconded by Mr. Bullard to approve minutes of September 12, 2011 Board meeting. Motion carried unanimously.
Motion by Mr. Bullard, seconded by Mr. Peterson to approve financial's for September 2011. Motion carried unanimously.
Motion by Dr. Kidd, seconded by Mr. Peterson to approve the A.A.S degree in computer maintenance technology at the prison and the A.A.S. degree in nursery landscape management at the prison. Motion carried unanimously.
A public hearing for HB 621 “Goods in Transit” was opened; however, no one from the public was present to address the Board on this issue.
Information and Discussion
Mr. Roy Bartels, Dean of Technology, presented the education report. We received the STEM Grant which is our fourth Title V grant to receive. The STEM grant is for Hispanic serving institutions. The total award is $4,344,525 which is approximately $868,000 per year. This is a five-year grant which began October 1, 2011 and will end September 30, 2016. There are four overall objectives:
- By fall 2016, increase the number of Hispanic and low-income students enrolled in STEM programs at WTC to 350 from a fall 2009 baseline of 274 (a 28% increase).
- By 2016, increase total degree/certificates awarded annually to Hispanics in STEM fields to 12 (fall 2009 baseline = 0).
- By 2016, increase total degrees/certificates awarded annually to Hispanics to 87 over 2009 baseline of 72. (21% increase).
- By 2016, a minimum of 30 Hispanic students transfer to a four-year institution annually to pursue a B.S. degree in a STEM field (fall 2009 baseline = 0).
STEM stands for science, technology, English, and math. There are three initiatives: 1) strengthening foundational science curriculum and engineering pathways curriculum; 2) develop two new associate degree programs – articulated and transferable to area universities; and 3) academic support services to increase student success in STEM coursework. WTC has been in consistent communication with area universities through the proposal development process, and participated in joint identification of courses for development/revision as well as appropriate equipment, supplies, and laboratory configurations. Specifically, WTC communicated with Texas Tech, Midwestern State, and UTPB. All institutions are committed to collaborative working relationship to increase numbers of student successfully transferring from WTC to their institutions.
An October calendar was presented to the Board.

Dr. Dreith did not present a president’s report, but asked everyone to please remember October 20, 2011 will be our 40th Anniversary gala at the Coliseum at 6:30. Tickets can be purchased at the Visitor Center or College on the Square. Flu shots will administered tomorrow from 1:30 pm until 3:30 pm at our clinic.
The scheduled executive session was canceled.

RESOLUTION
A RESOLUTION OF WESTERN TEXAS COLLEGE TO TAX TANGIBLE
PERSONAL PROPERTY IN THE TRANSIT WHICH WOULD OTHERWISE
BE EXEMPT PURSUANT TO TEXAS TAX CODE, SECTION 11.153
WHEREAS, the 82nd Texas Legislature in Special Session, enacted Senate Bill 1, to take effect on September 1, 2011, which would require a taxing unit to take action, in the required manner, after October 1, 2011, to provide for the taxation of goods-in-transit: and
WHEREAS, Tex. Tax Code §11.253(j-l) as amended allows the governing body of a taxing unit, after conducting a public hearing, to provide for the continued taxation of such goods-in-transit; and
WHEREAS, Board of Trustees of Western Texas College, having conducted a public hearing as required by Section 1-n (d), Article VIII, Texas Constitution, and Tex. Tax Code §11.253 (j-l) is of the opinion that it is in the best interests of the District to continue to tax such goods-in-transit:
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES FOR WESTERN TEXAS COLLEGE THAT: The goods-in-transit, as defined Texas Tax Code Section 11.253(a)(2), as amended by Senate Bill 1, enacted by the 82nd Texas Legislature in Special Session, shall remain subject to taxation by Western Texas College.
