EXECUTIVE SESSION: The Board will adjourn at this time and go into executive session. The executive session will be held under the provisions of Texas Government Code, Chapter 551, including but not limited to, Section 551.071, Section 551.072, Section 551.074, Section 551.076, Section 551.082(a), and Section 551.083.

Minutes

The Board of Trustees of Western Texas College met in a regular Board meeting at 7:00 p.m. on Monday, December 14, 2009, in the Boardroom.

Present: Mr. Drew Bullard, Mr. Lee Presswood, Mr. Scott Richburg, Mr. Mike McWilliams, Mr. Eddie Peterson, Ms. Carolyn Barbee, Dr. Jay Kidd

Absent:

Staff Present: Dr. Mike Dreith, Ms. Patricia Claxton, Dr. John Gibson, Ms. Melanie Schwertner, Mr. Britt Canada, Ms. Marjann Morrow, Mr. Kyle Smith, Mr. Ralph Ramon, Mr. Richard Speas

Others Present: Mr. Ben Barkley (SDN); Mr. Tommy Watts (JCI); and Mr. John DeLille

Mr. Lee Presswood, board president, called the meeting to order and Ms. Carolyn Barbee gave the invocation.

Motion by Ms. Barbee, seconded by Mr. Richburg to approve Board minutes of November 9, 2009 and November 12, 2009. Motion carried unanimously.

Motion by Dr. Kidd, seconded by Mr. Peterson to approve financial information for November 2009. Motion carried unanimously. Mr. Peterson would like a breakdown of our debt and payments and also a breakdown of athletic team expenses and income for the February meeting.

Motion by Mr. Richburg, seconded by Mr. Bullard to accept resignation of Mr. Rick Hughes, Head Volleyball Coach. Motion carried unanimously.

Motion by Mr. Richburg, seconded by Dr. Kidd to approve annual audit. Mr. Todd Hrbacek presented the annual audit. Motion carried unanimously.

Motion by Mr. Richburg, seconded by Mr. Peterson to approve tax abatement between Western Texas College, WHI Properties, Inc., and Snyder Custom Foods, LLC. Motion carried unanimously.

Information and Discussion

A campus news report was presented to the Board.

A December calendar was presented to the Board.

Information and questions from Board members:

  • When does school start up? Mid Winter session begins December 26th and we are offering 9 classes. Spring semester will begin January 11, 2010.
  • Is there anything we can do to the golf course so it doesn’t lose so much money? We lose some tournaments because we do not allow alcohol. Dr. Dreith stated he would come up with a plan in February. Economics and culture could have a lot to do with people not going to the golf course. It was also suggested to not be closed on Mondays.
  • Do we have any incentive tied to the workers at the golf course? No, we do not. The golf course has never had a positive balance since it opened in 1971.
  • Do we have any incentives with surrounding towns to use the golf course? Not to our knowledge. We need to involve schools in some way.
  • Does the ISD pay to play on our golf course? Yes, we redid our contract with the ISD and they pay $7,000.
  • Auto Cad – we offer the best program for a lower price in the world. We need to crank up marketing. The Coordinating Board didn’t give us approval until late in the semester.

Dr. Dreith presented the following president’s report:

  • The college was notified last week that our grant application for the Community College Development Education Initiative Program (CCDEIP) had been approved for funding. The $100,000 grant will help the college in its ongoing evaluation and reinvention of its developmental education curriculum. Dean Kyle Smith led the grant writing effort.
  • The State Coordinating Board notified the college that we have been approved for a $65,000 ARRA grant from the stat’s portion of federal stimulus funds. The money had been earmarked for completion of the college’s Opportunity Center on 25th street.
  • The FCC approved a construction permit on December 3rd for a second FM frequency at 89.9 MHz at a power of 28,000 watts. The permit stays in effect for three years. The college also has a construction permit to expand the power of 91.1 MHz, KGWB-FM to 50,000 watts. We now hold all of the cards to greatly enhance our broadcast footprint in West Texas.
  • The college athletic department was recognized with the naming of two first team All-Americans. Chris Dwyer of our men’s soccer team and Jessica Rodriguez of our women’s cross country team were honored by the NJCAA. WTC has had over 50 All-Americans in its history.
  • A reminder—The first day to file for election t the board of trustees is February 6th for the May 8th election.
  • The AgriLife Extension of Texas A&M has agreed to do an overall economic impact study of Western Texas College. Stephanie Bretz has been working to set up the study, which could take up to six months to complete. The study was called for in the WTC Five-Year Strategic plan. Bretz was able to get A&M to do the study gratis.

EXECUTIVE SESSION: The board adjourned and went into executive session in accordance with section 551.074 of the Texas Government Code. Purpose: Personnel. At the conclusion of the executive session, the board reconvened. No action was taken.

Development Report

Ongoing Projects…

  • WTC Economic Impact Study
    • WTC is partnering with the Texas A & M University to complete an overall Economic Impact Study of WTC. This study will help WTC identify and publicize the significance of the organization and its vital role in the sustainability of our community. The project is expected to take approximately 7 months to complete and is free of charge.
  • Day Care Center Feasibility Study
    • WTC will be partnering with Texas Tech University’s Small Business Development Center in Abilene, Tx. This is a free service to WTC and will help administrators and faculty determine the “need” for such a facility. We are currently in the process of organizing meetings to finalize research and information for the study.
  • Western Legacy Center-Proposed Annex Facility
    • On November 17, 2009, WTC hosted a meeting of over thirty local leaders in the equine industry to introduce the idea of a new annex facility. The dinner meeting included presentation from WTC administrators and architects from Parkhill Smith and Cooper. The meeting resulted in positive input and support for the facility. We currently waiting for project timelines and costs to further finalize a fundraising campaign.

    Pre-bid approval for new residence hall furniture. Mr. Mike Thornton has a collection of potential vendors. If pre-bid approval is granted, Mike will work on specs and options. Once those are compete, we will start the bid process for the Board's ultimate approval.

    RE: Status Report on New Residence Hall

    A 90% construction documents (CD) set of drawings and specifications was issued and reviewed by PSC in December 2009. A 100% CD set was completed January 11, 2010 and PSC is reviewing it. A 100% civil site package was reviewed by PSC and issued for construction separately to expedite construction. Lee Lewis has received bids on January 29thfor the building construction and anticipates finalizing pricing in 3 weeks. Current progress made includes: the site is fenced in, job trailer is in place, sanitary sewer line has been installed to within 20’ of the building, and earthwork has begun. Recently, there is some concern with the suitability of the soil and we are waiting for the geotechnical engineer to make recommendations. Upon his response, Lee Lewis will reevaluate the impact on the construction schedule.
